Hall Councilor Amendment Discussion
  - If there aren't enough hall councilors, we will want 
    some during orientation.  How to recruit?
   
    - More senior officers/residents could serve as
      temporary hall councilors.
    - Could offer shorter hall councilor terms that last
      only through orientation.
       - Should they be offered guaranteed housing for the 
         full year?  Probably not, since only people with
         continuing status would accept.
	- SPEC can appoint hall councilors for three months if
	  there is a vacancy.
	  
	  
Budget Additions
  - $250 for SPICE coordinator gifts, sourced from house tax
  - $500 for the helpers' dinner, sourced $250 from house 
      tax and $250 from the housemasters.
